For me it's Dimitri. From all gta games I played Dimitri is the worst antagonist. I never seen someone more evil than him.

I literally wanted to destroy Dimitri while playing GTA IV. Some antagonists like Haines and Sonny might be irritating sometimes, but whenever I hear Dimitri speaking to Nico I immediately got angry. The way he treats the Protagonist, his character and all of the things he causes he is best antagonist in the series imo

It's Tenpenny. Masterfully voiced by the great Samuel L. Jackson.

I think Tenpenny is one of the most evil characters in the series but I can’t hate the man. He is the perfect antithesis to CJ. It wouldn’t be the same game without Tenpenny.

Dimitri is a rat disguised as a sheep when Nico meets him for the first time. Tenpenny is scum and he knows it and doesnt hide it. With Tenpenny you knew where you stood right away with him but Dimitri betrayed his own close friend and Nico at the same time unexpectedly. So Dimitri was the worst antagonist in GTA so far.

Dimitri. He was a true monster, that didn’t care who got in his way. He would kill or have anyone killed just as long as he’s a head. He’s probably the most soulless antagonist in the GTA world so far.

Dimitri is my favorite antagonist.He is first introduced as a best and honest friend,but then you realise he was playing all along.Revealed to be a psychopath and evil monster

My head canon: Tenpenny and Carl had a grudge since CJs adolescent years. Like CJ was in juvie and Tenpenny was the man responsible for arresting CJ the first time. The fact that Tenpenny has been a corrupt cop since CJs teenage years. It’s apparent that he’s been expanding influence in not just Los Santos but in parts of San Andreas. Crash is a state wide anti gang unit. Handling urban problems across the major cities of San Andreas and Tenpenny was only the Los Santos branch crash officer. And his corruption was so influential that it gave crash a bad name and caused the LS riots and possibly its disbandment after. Maybe the officers who were involved with Tenpennys inner circle face arrest as well as suspensions and terminations. That maybe the former crash officers would help to create a new gang in Los santos later. The professionals. They called it.

Dimitri. All the other villians had some motive usually money or power but Dimitri just enjoyed seeing others suffer

Tenpenny is not necessarily the most hated but he is definitely the most dangerous GTA villain of them all based on how much damage he did to his people.

For me all the antagonists had a reason or purpose to be an antagonist and irritated me but didn’t make me hate them the only one I remember hating was Dimitri he was sly and scared of Niko and wasn’t a man to do anything by himself

Tenpenny is easily the most despicable. He killed so many innocent people and abused his authority as a police officer. Witnesses, FBI agents, other cops, DEA Agents.

I miss Billy Grey, Ray Bulgarin and Devin Weston on this list.

I think Vinnie From GTA Advance is the worst

I would say Sonny. ( Sonny ordered Tommy to kill 1 guy but he set Tommy up ). [ Reason ] Tommy cost Sonny some dough plus Sonny getting worried that Tommy climbing in the ranks & 1 day Tommy might venture on his own so he stage Tommy's termination but Tommy got out of it till the cops arrested Tommy.

Tenpenny hates CJ because he hates what Sweet and GSF have done, or rather haven’t done, for his drug racket. Smoke and Ryder fell in line. All the other gangs in town fell in line. Sweet was the only problem and caused the same for his gang. So when CJ shows up, someone he can manipulate and talk to regularly, he takes it all out on him. Carl is Frank’s only in on the real grove street and he wants him to know exactly how he feels about it.
