fujitora also doesnt outright attack or arrest doflamingo becuase he doesnt want the marines to be the good guy in this situation when they are partially at fault, so he wants to them to focus on restaining civilians and lessening casualties leaving the heroics up to the strawhats, i imagine if luffy lost then he would step in

I don't think so, We saw this sssooo many time. Smoker almost drown because of crocodile and he still needed to proof Crocodile was the boss of Baroque Works to get him, He did not go arrest him right away and Crocodile was not concerned about Smoker escape. Doflamingo also threat a marine to kill him because he try to scold him, also took control of a marine the same way he does here in front of the feet admiral and did not care. Boa also beat up a lot of marine in marineford, in front of literally everyone. She also still good. Do you need more? XD

issho's one stupid thing i feel in this arc was focusing only on luffy and law, really the bird cage is up the pirates can't go anywhere why isn't it just ignore the pirates focus on saving the people, no it's restrain the controlled people focus on the pirate alliance ugh
