The exam is not so expensive. It is 45euros per part. The lessons are indeed expensive.

You can check the requirements. But most of the time they only require english proficiency.
Hi. Is the staatsexamen compulsory if wishing to live in the Netherlands?

No. I lived in Amsterdam for many years and now live in Belgium and have not needed to do these exams. However, that said, it may be useful in some circumstances such as applying for citizenship or if you plan to do further study in Dutch.
