The woman in Baton Rouge impresses me as someone who is developmentally disabled and heavily medicated. She probably has a place to live as she appears clean and her hair is trimmed and cared for. I think I would have called the police just to be on the safe side as she may be lost rather than homeless.

WE have a relative who has dementia and they had to put a tracking device on him because he will get out and wander away and wind up lost asking for help because he does not know where he is. I have a feeling this lady is in much the same type of problem.

Looks can be deceiving even with "innocent" looking people. In her case, the lady seemed like she sincerely needed help. I would call the police to help her.

Agree, some people just need a home and food. Living on the streets at night is scary, and dangerous. Imagine being them and people won't help you because they're afraid of nefarious intent, when all you really want is to feel secure from being outside alone nowhere to go besides a place in the dangerous woods beside a tree trying to survive without dying that night, and doing this night by night day by day.
