I have heard and tend to believe that the foliage persists longer if the daffodil is setting seed. This way it provides more nutrient for the ripening seed and doesn't weaken the bulb at all. I have thousands of bulbs that produce seeds and the bulbs have never shown any sign of weakening. In fact, the seedlings spread and more and more bulbs form within a few years. If you want you garden to be immaculate this might not be the course for you but I wouldn't be too bothered about clipping off seed pods.

I have a question! Do new plants grow from bulb seeds?

All flowering plants grow originally from seed. It’s what they do. But, named varieties are propagated vegetatively so they are identical to the parent plant. Wild type daffodils grow true from seeds but take several years until flowering size. I grow hundreds of Narcissus tazetta in my garden.
