The title of "Supreme Ruler of the Dragon World" belongs to Tori-bot who technically created all of reality, but that's just Toriyama personified so not really like a serious character that will be involved in storylines and stuff. Though his design does fit the style of Zeno lol.

Not really. Nether Kami nor Dende are stronger than Buu, Cell, Frieza... and yet you can reverse the things they have done with the dragon balls, like reviving characters or recreating the Earth. The creator of the Dragon Balls have to be stronger than a being only if the purpose of the wish is to directly harm that person. And just the normal dragon balls have been stated to have that limit. The super dragon balls having that limit is, at best, an assumption.

I think everyone has the wrong idea about Zeno, he is not the God of All, he is just the top destroyer. He is just a more OP version of Beerus. Think of it, he only ever destroys things, he never creates. He has an angel attendant, and though I dont think it's been said, I would not be surprised if he was tied to the Grand Kai, like a destroyer. His eraser technique, its basically the full extent of what Hakai can do. He is basically a multiverse Destroyer, and I dont think he is the one on top, just the one everyone deals with cuz Zeno's boss is busy doing whatever they do, probably creating reality, like say those multiple universes Zeno is know for erasing.

There was also a theory about Zalama being the god of creation above Zeno and Grand Priest considering they had no idea about existance of Super Dragon Balls which also needs gods language to use.

I like to think he has power that’s far greater or equal to Zeno if we go by the logic of the regular dragon balls where the dragon balls are only limited by the power of the creator so the super dragon balls which can undo multi-universal deletion that Zalama should have power on par with Zeno

Zalama is literally stated and called a ‘Dragon God’ he isn’t Hamelin, the namekians created the dragon balls from small fragments they managed to obtain from the super dragon balls.

I wouldn’t say EVERYONE is afraid of Zeno, I mean the franchise is based around a Saiyan who is friends with Zeno, Grand Priest isn’t afraid of him, neither are the angels.

I feel like at some point in dragon ball super or even beyond, at least up to maybe the Tournament of Power 2, Zeno will converge all the universes into one. all the angels, Kai’s, and GoDs will be free to be their own being , and the only ones looking over the universe will be the grand priest, zeno, the namekian god zalama, and any supreme Kai that decides to volunteer
