    I admit I could not locate the subject sentence that appears to be the source of the controversy. Nonetheless, some thoughts. The proper use of "with" "by" or "at" when used in conjunction with "surprise" depends upon what the context. For example, it would be correct, I maintain, to use "surprised at" to convey a sharp or heightened degree of surprise -- bordering almost on shock. For example, let's say that parents left for the weekend, and assumed their teenage sons could be trusted to conduct themselves responsibly, and upon their return found that the house had apparently been the used to host a wild party, resulting in substantial damage. The angry and shocked parents might well declare "We're surprised at you!" Here, surprised "by" really would not at all be a strong enough statement. So again, it depends upon the sentence context.
