What is China’s Grand Strategy?

America's foreign policy establishment believed that China's economic ascent would lead to political liberalization, and that China in the long term would become a benign actor in world affairs. That view has been falsified, but there is no consensus about what China wants and what threat it might pose to American interests. China is seeking technological self-sufficiency and even superiority in key industries. It has concentrated military spending on advanced technologies. Its Belt and Road Initiative proposes a trillion-dollar investment program to project China's influence across the world. What is China's grand design, and how should the United States respond to it?

Mr. Goldman is a respectable rival for Chinese because his insight and sobriety about China is rare for Americans. However, misunderstandings and misjudgements are still there. Maybe this is inevitable when dealing with a totally different civilization, and maybe this is why US missed the chance to strangle China again and again as Mr. Goldman said. He also said don't try to stop China, but compete with it. I think that's noble and wise compared to what US is doing now. If US has 10 million people who can speak Chinese, has experience with China and understand Chinese mindset, it would be so much more difficult for China to devolop.

The core feature of China's political system has nothing to do with communism, the core feature is a centralized distribution of political power. China transformed from a feudal country to an empire in 221 BC, which is more than 2000 years ago, and stayed as an empire since then. I'm not going to judge whether such a political structure is good or bad, however, I would argue that the Chinese empire in any period, especially when it's under the rule of Han Chinese, could be counted as an expansionist country, compared to other great empires throughout human history. It's a rather introverted culture. It is not fair to picture China as an evil expansionist country threatening the world just because it is not a democratic country.

At what point do we live in the present? All pasts can be scrutinized for flaws but how it performs today matters more. I think your analysis is polite, but to say it's nonthreatening when it punishes countries economically for speaking out on human rights abuses is improper for the developed world. When the US had guantanamo bay human rights issues, the world spoke out and this is right. Imagine if the U.S. started punishing countries for badmouthing it as China has and continues to do. With increase in technology, I expect China to reduce freedoms within china and around the world rather than increase any. The scariest thing is that the CCP doesn't care about anyones opinions, not even their own citizens and doesn't want them to even voice any opposing opinions. As for expansionist, CCP expansion is based on military bases and economic expansion. Meaning, analysis of local competition and putting state resources behind companies to beat those companies out. The U.S. leaves it to private businessmen to use their know how and find resources on their own in fair competition. No western governments have done things to such a predatory degree as China. There was a flood of steel that collapsed steel companies globally due to Chinese state over production. These are not just simple mistakes but rather carefully planned outcomes. Centralized power is bad. Centralized power with no elections is worse. Centralized power with no elections that attempts to suppresses voices domestic and abroad is the worst. Imagine if Donald trump had centralized power? Lol.

As permanent member of the UN Security Council with absolute veto power the United States as a sovereign nation to uphold UNR 687 (read it here en.wikipedia.org/wiki/United_Nations_Security_Council_Resolution_687) Iraq failed to comply regardless of whether there were WMD's Iraq failed to comply with the no fly zones , targeting civilians (The Kurds) and inspections thus violatly the terms of the cease fire agreement.

Some points he suggested sound like they could be interpreted as excessively antagonistic. We do need to address our trade imbalance with China though. Like he said, to do that we need to invest in research again instead of only looking for growth through cutting production costs. We need to raise our wages to grow our domestic market again. Apparently we need to subsidize raw materials and other basic industrial sectors in order to rebuild a functional supply chain so that manufacturing is possible in this country again. We should be subsidizing engineering education much more. And we should develop more of the research that our defense contractors constantly squirrel away for some utopian future that they don't seem to want to help create.

A most fair and comprehensive assessment of China situation in the media so far, left or right. Almost sounds like an undeserving praise of the Chinese accomplishments, both domestic and international. The Chinese lives have been improved. The lives of the other third world countries are to be improved. Something the western colonists have failed to do and Americans have left enough carnages every where in the world. But it’s bad because it’s being done by China. I am encouraged that you are for Free and fair competitions. Fight it out in the market. Don’t blame China for the failings of the US. A few view points, Ruthless meritocracy and Chinese arrogance (a term normally reserved for the Americans), are a bit humorous. Minor disputes of South China Sea? If the US removed all military bases surrounding China, all disputes in South China Sea would go disappear. The bottom line is that China is NOT WASP. For that matter Asia is NOT WASP. Hope Japan, Korea, India you are taking a note. Western imperialism is ok but anybody else is not and not allowed.

China is also heavily dependent on foreign trade, as they do not have the consumption market at home for all their goods. Their one child policy has made that even worse and the full pain of that decision should be felt in the next 10-15 years. The Americans foreign trade only makes up a small fraction of their GDP around 3-5 percent and are one of the least dependent countries in the world on foreign trade. With decent birth rates and immigration, they will have a steady consumption population for another 20 years. This is why they are moving away from globalism, its not financially in their interest.

And more importantly, misinterpreted the ultimate goal of the Chinese efforts. The Chinese put forward mutual sharing and benefiting, a thought that brings suspect to most western elites, because it is alien to them. Da-Tong is a mutual sharing and benefiting concept in the ancient Chinese teachings. Perhaps the present day Chinese leaders have seen and realised the incapability of the west in particular in trying to dominate the world, they fall back to their ancient wisdom. China's GRAND Strategy in stages: 1) Reduce Economic Dependence on US Markets, Grow Economy to Parity with America quantitatively and qualitatively by 2025. 2) Secure N.W border and South East Asia Through Road-Belt initiative, to achieve the following effects: Develop new markets, develop routes to resources and foster alliances in the South and West, moving focus from coastal regions on the East to inland regions in the West, by 2030. 3) Build up Navy and Airforce, increase presence in South China Seas up to Philippines Coast. So that Taiwan is surrounded by 2035. 4) Begin the process of recovering Taiwan, through direct blockade and strangulation, and be poised for war against the rival bloc of Japan, South Korea and America if they try to break the blockade. Basically, they aim to have a secure NORTHern border with Russia, a Secure Western Border with the Road-Belt initiative and get a Secure Southern flank also. They aim to deploy At least Four carrier groups, 2 to deal with the local Taiwan seas and 2 to cover South China Sea and further afield. The Chinese government cannot politically justify any overseas adventures to its people if it cannot recover Taiwan. It has built the idea of re-taking Taiwan into the center of its foreign policy, into the national psyche, and into its propaganda for 70 years. It knows that if it cannot re-take Taiwan by 2048 a century would've passed and it would be unlikely it could ever take Taiwan.

The speaker does not explain China's Grand Strategy, the title of this talk. This supreme goal or set of goals that comprise 'grand strategy' is decided by China's top leadership. He admits he does not know what they have decided. So what he explains in this talk only outlines some of what Beijing's commercial and industrial policies are. He does not plainly describe China's goal-based, centrally planned economy and how that limits innovation and initiative. A lot of what he is saying is colored by what he observed and experienced in China over some short years, recenty. His views are also influenced by mirror imaging what we in the West consider the most efficient or 'best' way of doing things, not the way the Chinese consider things. Lastly, he does not explain the lack of a profit motive for the huge state-controlled industrial section and how it limits innovation. He does not touch on the lack of a legal system to enforce contracts and protect private and intellectual property or the controlled banking and currency situations. He does not seem to appreciate China's belt and road initiative is a mercantilist model that subordinate countries will soon come to hate, but he does correctly term one clear outcome is to make the global South China's tenant farmers--this is a very good point. All in all though, this talk is disappointing. It is more along the lines of a surface overview of the current state of play in the economic and political realms of China/U.S. relations.

I am more disappointed by the fact that America is losing the race on broadband and 5G technology. Traditionally, since the invention of the transistor all the technology innovations are spearheaded by the DoD (Defense) projects and now we cannot remain ahead with our research and inventions. Instead, America is too involved in the global wars (with enormous cost) and all 3 branches of the government are heavily divided according to the party affiliations. The politicians are more focused on regaining the seats for the next election and less on making America the leader of the world.

For a better idea about China's actual Grand Strategy, I suggest reading Steven Mosher's 'Bully of Asia'. For about 2,700 years, China has had brutal, repressive, totalitarian, police states [based on the Legalist Ideology] - long before Western Communism came along. China cannot build decent jet engines for its knock-offs of Russian fighter planes and its only active aircraft carrier is a refurbished old Soviet era Ukrainian vessel. Note that, as with the hype about China's supposed advances in technology, there is also much mythology about China's supposed achievements in the past. China constantly lies about having a 5,000 year history/civilization when in fact it only has 3,600 years. The speaker regurgitates this myth - as does Mosher in his Preface although his own text contradicts it!!! Also, many Westerners believe the false propaganda that Chinese culture supposedly dominated Asia in the past. In reality, as Hu Shih [famous scholar who was KMT ambassador to the USA] wrote famously, India conquered China culturally for 2,000 years primarily throught the voluntary Chinese adoption of Indian Buddhist culture. So much what you think of as Chinese is actually of Indian origin. Block Printing of books entered China with Buddhist missionaries from India. Kung Fu came from Indian martial arts taught by an Indian monk to the Shaolin monks. Feng Shue was based on the Indian geomancy Vastu. The first Chinese opera Po Tow was based on an Indian play. The Chinese [and the Japanese] only managed to progress in the development of logical thought thanks to the incorporation of 35,000 Indian words into Chinese [including the word Mandarin from Sanskrit Mantrin] and the influence of Indian Philosophy. Their own pictogram-based language did not facilitate abstract conceptual thought - hence pithy proverbs posed as Philosophy in China. The famous Chinese inventor and scholar Lin Yutang, wrote that India was China's (and the world's) teacher in many areas of Maths, Philosophy, Grammar, Arts etc. This is not surprising as most of what the West called Modern maths 500 years ago was in fact Indian maths such as Arithmetic [the Indian Number System with Zero which Cambridge Professor John Barrow says is Humanity's greatest intellectual invention], Algebra [Colebrooke showed in 1817 that modern algebra is based on ancient Indian algebra which al-Khwarizmi copied -a long with Indian Arithmetic], Trigonometry and even Calculus [which originated in India centuries before Newton] - theconversation.com/five-ways-ancient-india-changed-the-world-with-maths-84332 Similarly, most of so-called Indo-China was civilized by Indian influence, hence the Hindu-Buddhist root cultures in Burma, Thailand, Angkor-Cambodia, Malaysia, Indonesia. Brunei is from Sanskrit Varuna. 80% of Japanese gods have Indian origins. The Philippines first written script was based on Sanskrit. Even in Korea, they still remember that the first king of Korea married an Indian princess and the South Korean leader was recently visiting Ayodhya where this Queen came from. Thus, in the past India [resembling Athens compared to China's Sparta] had far greater cultural influence than China - including dominating China - and Tibetan Buddhist culture came from India. Don't be surprised when the future trends in global society emanate again from creative India rather than China.

Reality television is not destroying American interest in STEM fields... lol Did you ever talk to Chinese students? Or just gawk at them... because all of the Chinese students I have ever met just wanted to learn a trade just like everyone else and live their life, not some kind of rigid loyalty to the nation of China and meet some kind of quota. They wanted to earn $$$ just like everyone else on earth, and becoming an engineer is a great way to earn $$$. You’re comparing the best and brightest of a nation to a piss poor stereotype of “an American” who doesn’t join the millions of his or her peers in higher education. Of course someone traveling internationally is more focused academically than someone who just chose their local state university, who travels internationally to not do their best? In all weight classes, Chinese missiles outrange their American counterparts, often by 200%-300%. For example: propelled by novel dual pulse rocket motors and flying on a semi-ballistic trajectory, the nifty PLA-15 missile homes on AWACS and airborne tankers loitering behind battle lines. In 2015 USAF General Herbert Carlisle told Congress, “Look at the PLA-15, at the range of that weapon. How do we counter that?” The general added that the USAF can field two hundred F-22 Raptors carrying six missiles while China’s more numerous fighters carry twelve longer ranged weapons. In 2019, The Air Force canceled its E-8C AWACS recapitalization, explaining that any new non-stealthy airplanes would be easy prey for the PLA-15. Its smaller sibling, the PLA-10, is no less deadly. Douglas Barrie, ISIS airpower specialist, says the missiles have tipped the balance of power, “For the notional Western combat aircraft pilot, there is no obvious respite to be found in attempting to avoid within visual range threat of the PLA-10 [1] by keeping beyond visual range. In this environment also the PLAAF will be able to mount an increasingly credible challenge and at engagement ranges against some targets that would previously have been considered safe. As one former US Air Force tanker pilot drily noted to this author, “‘That’s aimed right at me.’” [1] The PLA-10, an air-to-air missile, has a more advanced guidance system and twice the range, speed and payload of the USAF AIM-9.

You're right, the horse is out of the barn, but not in China's favour. Much of David Goldman's analysis is relatively right. But his vision that China is a bigger threat to the American people than climate change discredits anything he has to say. It is certainly possible to imagine research developments that could have a major impact on the manufacturing of advanced technology products. But, regardless of its percentage of GDP, the United States is still investing a very large amount of money in research. RCA may have been a leader in research. But, that research did not preserve its business. IBM cut back its research expenditures because research was not making much of a contribution to its product development. Bell labs large success at research did not sustain a business able to compete with Huawei. Samsung and TSMC did not establish their leading positions in semiconductor manufacturing by some kind of qualitative breakthrough in research. At least over the last several decades the advance of technology has largely been driven by product development. All those engineers China is generating are probably the real source of its advantage. Most of the people in the world do not live in the United States. Technology development comes from the work of human engineers. As the nations of the world are able to educate their people, no one nation is going to be able to dominate technology. Much of America's problem comes from the exceptional position in the world that it achieved through the outcome of World War II and the Western European success with the industrial revolution. The Americans who think there is some magic strategy that will enable the United States to sustain that kind of dominance forever are living in a fantasy world. The United States should understand the need to maintain a strong manufacturing base for the products of the future. But, it is even more important for the United States to understand that it has to learn how to live with the rest of the people in the world without having to dominate them all. The relations between nations will always have some kind of adversarial competition and protection of national interests. But, it needs to be the constructive competition of a business world without monopolies and not the destructive agenda of those who can't imagine life without dominance over the rest of the world.

The most fundamental mistake that some of the US thinkers and politicians keep making is to look into the mirror when they try to determine the intentions of other nations. Just because the US is bent on taking and maintaining global supremacy does not mean that other nations such as China are also determined on this path. In fact China does not care what other nations do, how they lead their lives and what their political systems are like. Not like the US, China is not interested in exporting its ideologies or institutions. It is a very introvert country with the top priority being the welfare of its own citizens, because that has been the place where traditionally the legitimacy to rule lies in. That is also why throughout its long years of history China seldom engages in wars with other nations (except for under Mongolian rule which was a different culture than its own) and most of its external interactions are in the form of trade or tribute.

Many of us have been misguided from this from foreign entities, pushing them towards decadence and hedonism. But the ones who do not indulge that, are the most powerful. Americans are strong. Our bosses, not so much. It is all out there for the average American citizen. We can trace our roots out of Europe, we have texts, we have our "lie". We have the ability to be actualized it's just whoever is in charge decided it was a waste of time. I call that sedition but alas. American citizens are motivated and actualized. Uneducated = easy to manage and manipulate, and 2. People in 'developing' countries are not laying around day after day, the just usually need more time to get to drinking water, or food, or some other necessity. Something we do in a shop across the street, others need to travel to get. And I will add this too 3. Once upon a time US was the first country to have electric lightning in a city (N.Y.), they had John Vayne, Charles Bronson, cowboys and indians, sexy red lipstick, jeans, sneakers, chewing gum, Lucky Strike, stockings and Hollywood. Hell, they took us to the moon!! Now they have greed, money-god, selfishness, threats, blackmail, arm twisting, users agreement small print frauds, and last leftovers of good quality people dying out really quickly. Those that come to replenish are really ways behind and below. This of course is all because of #1 and the military industrial complex that ate so much money from humanity and from the needs of the world, and caused the world to watch in shock. We should be having plastic cleaning drones, reforestation on massive levels, automated ore processors on the moon, colonies on Mars, but noooo we need to chase Osama and secure opium for our pharmaceutical companies. And we need Iraq oil and to repay saudis for crediting us and we need to return Iran's oil reserves to the British Petrol corporation. SHORT SIGHTED IDIOTS - YOU BETRAYED US ALL!

China was the first civilization, refined and even wearing silk, making clever objects such as seismic detection devices long before western "barbarians" even though of such a thing, inventing movable type, oil drilling machinery, crossbows and gunpowder long before anyone else --(sorry, Mr. Nobel, they beat you be hundreds of years). Despite having all this powerful technology, they never attacked neighboring countries, even though they had great fleets of ship that visited those foreign lands and peacefully traded with them. Why? They were "the WORLD" --- the "Middle Kingdom" --- and they did not feel it necessary to go out and expand as "colonialists" ( as the Roman Empire surely was , plundering distant provinces [ like Judea ] and also making slaves of conquered peoples -- get it ).Marco Pole testified to the grandeur of ancient China during his many travels. Ah, but for two hundred years, westerners attacked China and began to plunder her --- using some of her own inventions against her! Most recently, China rightly noticed the dissolution of the former Soviet Union (U.S.S.R.) and she thought "THAT will NOT HAPPEN TO ME!", and so can you blame her for solidifying her control over her own people. In China, people view their government as a very "fatherly" institution. As JFK once put it, "Ask nt what your country can do for you, but rather ask 'What can I DO, to help improve my country?' " That includes (above all) REFORMING your government when it errs. Sadly, American watch their leaders ride roughshod over their own values (freedom of speech, freedom of the press, and above all--- FREEDOM OF RELIGION , but that must ban those whose religion is "get away with MURDER" --- and then put on a red cap and say "Oh, I've done nothing". In fact, the Bible Donald Trump was sworn in on even says that to say that is a patent L I E (Jeremiah 5:12). Is that man a teller of lies and half-truth, always favoring himself? Can one really COMMIT MURDER ON 5TH AVE -- and people would do NOTHING? Or is the man who said that the REAL ENEMY, the one not "morally correct"? Jesus said, ""Suffer the little children to come unto me, b ut what did this ARROGANT REPUBLICAN SAY? He said "Let the suffer! Out them in cages and let them weep all night --- I DON'T CARE ( wasn't that also written by someone on the back of Melanija's coat?). Can a person who approves of such inhuman behavior later enter HEAVEN? How do you judge (Psalm 58)? He may be President, but God is definitely not a "respecter of persons" (all kings and princes also have to die and come face-to face with god in that hour, too --- and the real hell is surely in the bodies of filthy animals--- the "beasts which perish" (Psalm 49 explains, verse 8-12*, 29* & Psalm 73:6-12*). And what did Jesus say? BY THEIR DEEDS YOU WILL KNOW THEM! (Mt. 7:9*, 20*). What do you think, ,folks? Will Trump and his blood hungry pack of ":red caps" now take out a contract on my life AND MURDER ME, RIGHT HERE IN AMER*CA -- simply for quoting some Bible verses that UNMASKS THEM ? ? ? Well . . . let's FIND OUT! I have taken a vow to the Lord (He's with me, bent his ear down to me and "take my part" EVERY DAY (Psalm 116:2*,6:*, 10-16* The bullet that penetrates my skull will free me from my chains...and I will stand in HEAVEN ABOVE [ a place those red-caps failed to believe in ]. And in that day, they'll ALL be "ashes under my foot soles" when I stand there triumphant in Heaven (Malachi 4:3-6). Be sure to spend more time with your kids and teach them to "avoid them" --- you know, the ones whose religion is "SWALLOW UP PEOPLE ALIVE and to "get away with MURDER " (Proverbs 1:10-18). In your heart, you know i am "right" (Isaiah 41:26-29*). SHALOM (to those nearby, and ALSO TO THOSE FAR AWAY, Is.57). PS: It's NOT GOD (what they have), but they "sow the wind" --- and they will reap the "WHIRLWIND" (Hosea 8:7-12 + 11:5* + Jeremiah 2:31*-37, Isaiah 45:19*-22, Isaiah 44:8, Deuteronomy 32:29-31*, 37*, Isaiah 8:13-17, 3:8-15, 5:18-20*).

@@rerite2 My point is that the Han Chinese did not do [the invasion of one people conquering another]. The territory expansion of China was the job of other groups of people (not the Han Chinese). In recent history (recent 500-600 years), Tibet was taken by Mongolian while Xinjiang was taken by Manchu Qing. The Han Chinese just continues the land administration.

Analog Engineering Associates, Inc. your example is crap. China already makes all your goods, including your current 2g/3G/4g networks. They also make all your consumer goods and clothes, and china also lend you trillions and saved you from 2008 recession. Would Russia do all that? Or would Russia call in the trillions USA owns and crash USA economy?
