how to find the effective damping of the structure

this real model is not happen in high building because we control the displacement small. acceleration is high but displacement is small , so velocity is very small between 2 joints inside frame. damper is not working inside building. it will be good in gap between 2 high building close together

the damper will not work in real building because the velocity between 2 joist is very small, it work in car well but in building is bad.
