The plungers are likely a call-back to FO3 with the items in a small location under an overpass along the main road, with plungers making it look like someone "walked" across the ceiling with them and a ghoul jump-scare.

the Teddy Bears are kinda scary especially in Nuka World you can see them throughout the Amusement Park where Oswald is. I assume they’re supposed to represent children😮

Whats more strange is how shiny are the stalls after 210 years of no one cleaning them
