That's more of a political question, than a military strategy question that could be answered by a game like HOI. I'd venture that the 2nd world war would never have happened, we might not even have nuclear weapons today as a result. But that's all easy in hindsight.

Limon Atomico Mapping it's not really "for some reason". He was always facist, he just used a red cover to keep control over the Soviet Union during his lifetime as dictator. Now this sort of issue will always pop up in dictatorships of any kind but still the dude wasn't really communist either using Marx's views or Lenin's views.

Yeah, we have seen how _relevant_ South America was once again... How about a mod that allows SA countries to oppose USA, continue "Battleship Race" and somehow drags them into a wider conflict(ie civilian liner is sunk by german/american/soviet sub by accident)? Plus we never see 3 way war between Commintern, Axis and Allies that almost happened. Why can't Allies send help to Finland even if Sweden won't oppose this time or agree to peace out with Germany before it attacks USSR? Why isn't there a second partician deal event between USSR and Germany that procs more often?
