Mod(z) = 3 is a circle of radius 3. So 4z lies on a circle of radius 12. You shift the circle by -1 on the Real axis, and you get -1+4z lies on a circle (of radius 12, with centre at (-1,0)).

@@fixhbones Because we are shifting the circle 1 unit to the left by adding -1, thus shifting the origin from (0,0) to (-1,0). If the question had instead been that -1+4z is a circle centred at origin, THEN 4z would've been centred at (1,0).
