I think the justice machine runs by the hydro gnosis. And tartaglia's main purpose of coming to fontaine was to steal the hydro gnosis. So the machine declared him guilty so that he cannot steal the hydro gnosis in future. Thats my guess

My guess on why childe is guilty is based on two reasons: 1) he fell into the Abyss and knows how to use abyssal power. 2) he met the narwhal. His story states that he met a mysterious creature and his constellation is the narwhal itself. This vould have been foreshadow to his fated encounter with it.
