What Does a Product Owner Do?
A product owner is a product development team member who ensures that each product delivers the maximum value to the user. They usually hold the central position in each product development cycle. Additionally, they have the ability to operate in various roles within a cross-functional team.
An agile product owner can take on several roles in a scrum development capacity.
Some of these roles are:
-Business strategist
-User-centric product designer
-Customer analyst
-Market research manager
-Project manager
-Development team lead
Additionally, a product owner may also be required to ensure task management best practices in order to maintain agile methodology during development.
Product Owner Job Description: 4 Primary Product Owner Responsibilities
As mentioned, a product manager can sometimes be required to fill several roles, especially if the product calls for hands-on input from a singular expert.
However, the 2021 product owner job description has 4 key responsibilities that anybody in this position has to fulfill.
Let’s take a look at these primary product owner responsibilities
1. Defining Project Vision
An agile product owner has to run point on the product development team from a strategic perspective.
A qualified product manager has high-level knowledge of product development goals and it is their responsibility to communicate those goals to the rest of the team.
Since they are the point person on the product team, they need to communicate with all the stakeholders, including the customers, development team, and business managers.
This is to make sure that everyone involved in the product concept and lifecycle is up to speed on the product goals, and that those goals are in line with the business objectives.
In order to define the product vision, a product owner has to:
-Maintain a cohesive and singular vision regarding the product
-Adapt to the fast-paced and flexible nature of agile product development
-Keep the stakeholders on the same page
-Create an actionable product roadmap
-Ensure the feasibility of the product with respect to business objectives

According to the Srcum in Agile for Enterprise, I understood that the PO was a just Role in the Squad, Not a Leader. But In the your explanation, PO looks like a top level of leader in the organization. I wonder what is different between startups and enterprise company's PO?

I disagree with what you define as a Product Owner. You've listed multiple sets of responsibilities of different jobs within a team. According to you, the Product Owner is not only the Product Owner, but also the UX Designer, Project Manager, Scrum Master, Product Tester, Mind Reader, Backlog sorter and an Oracle. The problem with a one-man band is that they don't quite sound as good as a band playing together. A more accurate analogy would be that the Product Owner is more of a conductor for an orchestra. Their job is to put on a good show for the all people who paid $200 for their tickets.

I prefer to use an analogy of a kitchen where the product owner is the head chef responsible for the the creative direction/vision of the menu and the approver/gatekeep of quality or 'done'

Before becoming a product owner, you need to know product design, uiux design, marketing research and more. If you do not have these, what you will do is just like a "Projct Leader", nor a "Product Owner".

I think whether a Product owner fulfils these responsibilities themself, or coordinates other people fulfilling these roles is very much dependent on the size of the team, the size of the company and the type of product being worked on. In a very enterprise situation, all of these responsibilities may be fulfilled by separate people. Meaning the product owner needs to coordinate input from various stakeholders and work from various employees. In a more start-up environment, an R&D project or small team situation, it may not be appropriate to hire people for all of these roles. The product owner can act as the decision maker for these responsibilities, to ensure the project continues to make progress.
