Why does my rent go up when the landlord does an upgrade to the building and why does it not go back down once it’s payed for? Seems like a sneaky way to continue to gouge the tenant.

One thing is if a tenant file court papers for her money back due to non repairment of a unit and then the landlord went and filed I guess after I file my court documents to take her because she wouldn't let me out my lease because there wasn't any heat in my unit and it had more roaches in the unit also and it was me and my small kids in the unit. So if the landlord filed for non payments and she didn't have no documents in my case but I had my documentation for the case to sue my landlord but the judge let my landlord go back to the office to get her documents to prove her case for me that she filed to sue me for unpaid rent. So when she came back I guess my landlord wanted to talk to the judge by herself because the judge told me to wait for a minute and went back to the court room to talk to my landlord so then when I came back to the court room the judge said that my landlord wanted me evicted and I had 14 days to leave the unit and my landlord could have her property back we both didn't get anything for the case my landlord received her property back and I had to leave in 14 days and if I didn't the my landlord was allowed to call the sheriff's to get me removed I was gone before 14 days because like I said I didn't want to be in a cold apartment and have all those roaches crawling around in might get in my kids ear are anywhere. So all of a sudden I'm trying to apply for another apartment and they denied me I'm like why is that they said because my old apartment told them that I owe them 3,000 I'm like no I have my court papers right here they say they can't look at my court papers they said they called my apartment complex and that's that. So I am now trying to figure out who I can ask for help because I'm not going to just let that eviction stand on my record if that's not what happened but somehow since I wanted to ask legal aid just read my lease and read my documentation from mine and my landlord they would see what I'm talking about court documents don't lie and if the landlord didn't have a sheriff serve me paperwork to come to court for an eviction notice this is against the law and what I saw was the judge really didn't think that through that my landlord didn't get court papers to evict me. Because even the Magistrate where I filed my claim too. He said the same thing I went there to ask them when my landlord told another property complex that I owed them 3,000 and the Magistrate had to give me my landlords paperwork because I didn't receive her ruling and he was like she took you to court for non payment of rent but on the system it states that I have an eviction on my record he was like we haven't never seen this before so he told me to take my information to every landlord because on the documents and on the public records it's going to say I got evicted and then he said if that dont work find mr a lawyer because get it off because court documents don't lie and this would be my proof. Are get me a lawyer but somehow no lawyer won't even help me they think by just listen over the phone they think I had got evicted instead of actually listening to me they say they can't help me with anything unless I was talking my landlord to court for an eviction notice but I did that before I had to choose to do small claims court.

How difficult would it be for the state of North Carolina to provide escrow accounts to hold rental fees for low-income citizens? This process alone would halt or nearly stop landlords' refusal to make needed repairs.

This state treats tenants like crap. What is no repairs, no maintenance including pest control. If its not your house! How does this make sense for tenants.
