What are the Farm Bills and how will they affect farmers? | NL Cheatsheet

Last week, two #FarmBills which bring in sweeping reforms in India's agriculture sector were bulldozed through #Parliament. This happened while farmers and Opposition parties were holding widespread protests saying the reforms will be a death knell for India's agriculture sector.
You're probably wondering: Are these Farm Bills good or bad? Are the reforms to the agriculture sector proposed by the #ModiGovernment beneficial to farmers, or are they harmful?
Resident Parliament nerd Meghnad S explains what the reforms are all about, and how they will affect farmers.

There are many who barely make enough to sustain their family, won't you be tempted to go for such an offer. Maybe you've never seen/worked on a farm so let me give you another analogy. At your job you barely make enough to sustain you and your family, now a corporate comes with a better job offer with much better pay, are you not going to take it?

@Pasta They have to give a higher rate initially to tempt the farmers. Its once that the farmers are trapped in the contracts that they can change things. Since you're giving the example of Canada and US, read up on the history of how it worked over there. Initially it worked quite well over there it was much later with consolidation of the existing companies etc that things began to change.

Also, it was promised in an election manifesto that it would repeal the agricultural produce market committees act and make trade in agricultural produce - including export and Inter state trade - free from all restrictions. Why then are we raising barriers when in principle all of us agree it's good for the farmers? APMC is not going anywhere either, so everyone has an option to sell there.

Anyway, without private players, in airlines to cellular sectors, where we might have been, we all know. Anyway, for such a big & complex country, not everyone can be made happy. So if Punjab & Haryana protest & no other major states are protesting then might be political influence. Else, entire country is mostly into farming. So country should have been burning if all are not happy with it!

Thank you for this valuable information. This is happening all around the world. It is about disapropriation of farmers and humanity at large. And privatisation through coporate business which have no understanding of life or respect of nature or humanity. In Germany government is making so many stipulations that farmers are close to insolvency as they cannot do all the investments the government is asking for. Once farming is stopped in Germany - of course food needs to be imported. This way they can make the world dependent by "owning the food chain" they can "control" humanity. Vandana Shiva has brought this scheme to light and she is a woman of wisdom and foresight as well as fortitude. Thank you and God bless you. Meghnad has been quite fair to the proposed laws. Contract farming itself had been recommended by MS Swaminathan. The point is that since some of these reforms have already been tried out and didn't work out as expected, coz you know, the world is not ideal, doubts regarding their implementation and discussion of steps (with stakeholders) required to correct them are pending. The way the govt went about this is so undemocratic and farmers are clearly unconvinced is the problem with this. Last I checked, India is not an authoritarian state as per its constitution. doesn't socialism sound the best of paper ?About free markets, you wouldn't be saying that pre 1991 when India was a closed economy. Capitalism has it's evil but it works better than any other model. We just need to ensure the integrity tax distribution to curb capitalist exploitation. Free market + a progressive tax distribution system works. A socialist economy will fail always.

@Wargolldur Deva I believe this is due to the dominance of large "factory" farms, as well as GMOs, and high pesticide usage. The quantity may be up, but in a number of cases quality, taste, and nutritional value are down. Also, many small farmers have been hurting (trump sold them a bill of goods, nothing improved for them). If there's anything in those bills which would allow corporations to take over farms or exert control over farmers, then I say protest, protest, protest!

I have spoken with many real farmers regarding farm laws. Mostly they compare it with ola and uber model of business. Their biggest fear is: The corporates will give very good rates initially, then all the farmers will sell only to corporates. Then as a result of no business in APMC yards, APMC will collapse, as such even MSP will collapse. Once the competition with government is eliminated. Only then the corporates shall indulge in exploitation of farmers and the consumers. By rigging the rates of commodities according to their wish, because of their storage capacity, and in-between collaboration amongst many corporates. Its a logical scenario according to me. Solution could be: The government can give assurance that it will never stop MSP and keep on running APMC by subsidy for next 25 years.

@bakunetsu storm I ask you 2 questions regarding the conception of government giving job and private sectors giving jobs: i) There are 2 choices: a) Where salary is high but job security is not present. b) Where salary is low-moderate, but job security is present. Which one will you choose? ii) As per the clause of WTO that India became a part in 1991, trade barriers are to be removed, and government should not pay subsidies to the farmers. US is also a part of WTO, still it provides their cotton farmers subsidies, and that's why they can sell the cotton at abnormally low prices in global market. But 3rd world countries like India are being pressurised to remove the trade barriers. Is this free and fair globalisation? This question is part of NCERT Class 10 Economics book under chapter globalisation. You can download the NCERT app for verifying.

@bakunetsu storm Also, regarding the per capita income, I can show you an example to prove why it is a deceptive way of measuring the development of a country. Let's consider 2 countries A & B, where 5 people live in each country. In country A, the salary of 5 people are 25,000, 5,000, 2,500, 7,500, 10,000. And in B, the salaries are 10,000, 9,000, 9,000, 10,000, 7,000. How do you understand which one is more developed using per capita income as a factor? A has more per capita income, but the difference is huge, and in B, though the per capita is less, the salary is more or less equal.

Hay news laundry, Actually, you missed some point on For example, 1.the future and options Let consider reliance (remember jio bulldozer marketing tactics) company buy all future rice bags at a fair price from farmers in India 🇮🇳 , which is not yet to seeded. Which create artificial scarcity in future using it he keep higher prices than MSP which led to chaos in buyer and where let to a shortage in government state-run reaction stores poor people can't eat their meals. 2.There will lose the small and micro scales farmers in India. MSP was not only supported price but also it gives money for buying small things like agriculture equipment and fertilizer keep running. Where private companies never keep on their minds because their holy grail is profit. Which will not support their likelihood hence they turn over the city for there survival. Let to losses in small and microscale farmers and huge migration towards to city and jobs loss.

But there are other farmers in the rest of INDIA who want to scale up and do something. For example, KERALA FARMERS are all ready to scale up on JACK FRUIT POWDER and are making arrangements for cold storage system which will be made available through FPO (farmer producer organizations). Like this there are many many examples. If Punjab and Haryana are happy with STATUS QUO then so be it.

The bills are good as middleman will not make cartel now as it will increase the compitition in the market. As we know that stories of farmer's selling 2 rupees tomatoes in apmc as big player will not take tomatoes 2 ruppes. The protest are mostly from farmer's union and regional leaders who had profit of interest in apmc. As far as bihar is concerned it had small land holdings and high crime rate therefore no big private player wants to invest,So we can't compare bihar to whole india. So I am not saying it is best and it has some Lupe holes but we have to start from anywhere. After disaster of demonisation it is good because I came from farmer's family. And I know how bad are apmc now in india and corruption and cartilization stole the market and farmers get nothing as there are middle man in middle man's, so it becomes long chain of middlemen and destroys farmers.

logic dies 1000 times when u say for not comparing bihar so, according to ur logic how abt comparing it with maharastra me too agree that free market economy is good bt zero competition leads to monopoly which is more dangerous to socialist economy In our we dont have much competion in market nd may also result in foreign players hijacking the market imp notes agri sector is most dominant sector for us how can u pass bill without consultations from concerned players nd ur just disrespecting all the farmers protesting by labeling them as APMC

They aren't removing the middleman. There is still a middle man between the farmer and the consumer. Just like the Modi Government isn't listening to them right now.

@@mohammedsaif4273 look brother, in maharashtra the local regional leaders who are working for farmers reform are supporting the bills,as they said they will now get good prices of sugarcane. And it also leads farmers to overcom form overdependency on sugarcane. As far as bihar is concerned and you are saying my logic is not right that means you do not know bihar and its politics, even though sushil modi has said that big scale industries are not possible in bihar due to small holidings and crime rate. And in any other state other than haryana and punjab there was not any major protests. And it will not decrease the compitition and no private player can take 2 ruppes tomatos and farmers can also sell their products in apmc also. Influence of foreign players is also said at time of lpg(liberalisation, privatisation and globalisation) reforms 1991. And if foreign player comes it will be good for farmers as it will increase the competition and increase the prices of crops. And far as on the question on passing the bill without consulting I agree with you it is not democratic and against the decent. Please reply your views if possible. And one small suggestion please read the article of indian express and especially the hindu newspaper. it will help you to understand the geography of each states and their politics also.

Clearly presented arguments from both sides. However, the last point that our government can (in fact regularly does) limit free market operations in agriculture by banning imports and exports at the expense of Indian farmers should not be held against this particular bill. The fact exists independent of this bill. We can only hope that the tendency will reduce gradually as it only hurts our agriculture industry.

Anyone who thinks "let the markets decide" "sounds good in theory" needs to do a tonne of reading on welfare states and free markets and its operations. If you're talking about a critical reform in a field such as agriculture and that too in the context of country like India I'd expect your reasoning to be slightly better than "might actually turn out to be good." We all saw what happened with the pulse prices back in 2015-16. “All the government did was, paint the entire trading community as hoarders and black marketers. The government must facilitate trade instead of trying to micro regulate it during a crisis such as this,” said Prem Kogta, president of the Jalgaon Dal Mill Owners’ Association. "Not a single action was taken against the big corporate retail chains found selling pulses at higher rates, while importers and traders working on wholesale prices - that remained lower than retail prices all through 2015 - faced the brunt. “Chains like Big Bazaar, Reliance Fresh did not face any music at all while the importers and miller were hounded,” said Navin Bhai, former secretary of Grain Rice and Wholesale Merchants’ Association (Mumbai). (source - the_hindu) You think after this "liberalisation of agro produce" markets are not going to exploit the producer?! Comeon Meghnad.

Also don't you think contract farming before the start of a season could be disastrous for the farmer? As natural disasters and other factors cannot be predicted. What would happen in such a case? Would the contract then be voided or will the farmer have to pay a fine to the corporate sponsor for not supplying farm produce on time? Or will the corporate sponsor usurp that farmer's land? The bills are very vague (probably on purpose) on these points.
