Yes, an incoming chief must clean up because what follows is his responsibility, but that can be copiously facilitated by the use of federal expertise, such as the FBI or DHS. Now, it's quite possible your "everyone" is the GOB network, but it's on the way down. I suspect the way to do that will be a case review authority referring decisions to Appeal, alongside the DA. This is not an argument for double jeopardy, but one where mistrial returns the case to the start line.

There is far too many corrupt cops in that Department, the only person that can clean it up is an outsider and fire half the department.

@@highrzr Some parts of Wv. are dangerous places to visit, not only dirty LOCAL police departments but citizens also. Rural area around the New River, Logan County, parts of Wayne County and if you want crooked police visit Ceredo Wv.

I think that the Whistle-blowers within the state troopers are heroes. They should be promoted to top leadership positions. Their bravery in reporting corruption proves their commitment to doing right.

So if I rob a bank if I retire or resign I don't get in trouble it's just gets dropped

It’s a shame, joke and complete lack of transparency. If a citizen destroyed evidence, miss handled money aka wire fraud , or installed a hidden camera in a women’s locker room I believe stiff sentences would be given out! But I believe a lot you are are okay with them resigning and just walking away because they were WV State troopers the absolute best! Held to a higher standard and always transparent, never destroying evidence, committing felonies at many levels. Ya send them home frank! They did us well tho just working their shifts! Tryna make a profile 😊

Resignation or not these people still need to face the full weight of the law as well as the loss of all entitlements if found guilty of the alleged crimes.
