It will vary from one line type to another, plus not all guns have the same efficiency, so I'd suggest starting off at 200C. We want just enough heat to melt the plastic, not so much heat that it bubbles and boils. When doing your first welds, practice on some scrap first to be sure that your heat is right.

Only if you burn (overheat) the weld. When welded properly, the joint is actually stronger than the rest of the line. I've pulled tested loops to destruction and the fly line always broke first.

If I have an adjustable temp heat gun, what is the target temp I am going for?

Can any fly line with any coating be welded to itself? Such as a Full sink Scientific Angler. Might be a PVC coating, definitely does not have braided core.

So my integrated OPST skagit line just snapped - about 3-4 feet of running line still attached to the shooting head. Would this method work on OPST heads / lines?

Do you have a trick to join a coated running line with a monofilament shooting line, and create a smooth transition that flows through the guides smoothly?
