If they wasnt going to be allowed to steal what was the point of the game. They should have just handed out gifts as they left party. That family gave all those cheap candy gifts but get to leave with a ps5 that they going to give to her siblings anyway. That was not white elephant game. Or they could have done separate one game for the kids and then the adults. If its a baby then why she playing with adults

The set up is really nice

We played a version of this game at my jobs holiday party. Whoever brought a gift got to exchange. The gifts were numbered. We pulled a number out a hat and that was the gift you picked up. After everybody had a gift in hand they repulled numbers and you got to choose if you wanted to steal or not. After all the numbers were called we opened the gift we had. You couldn't start or end with your own gift. We had a $5 limit, but that isn't required.
