If the first trilogy was a somewhat allegorical re-telling of the story of Moses, I have a feeling this one is going to kinda story be a loose allegory of the story of David, with the PC playing a more villainous Saul.

After most humans died out or became mute, there wouldn't have many resources for them to learn language or how to build things from. I would say they've progressed as well as can be expected. I think of it like native americans who didn't possess the same technology or skills to make things as europeans did but were able to pick up certain things introduced to them by early explorers like farming and horseback riding among other things.

Of the apes shown six seem capable of decent speech and they are already establishing tribes and empires, considering where they started I’d say the apes are on a fairly good track. In Rise; the humans talked about the apes intelligence adding that there were innovations humans needed that apes didn’t really require like clothing, electricity, etc, and what they did need they were capable of making like tree houses and weapons. They don’t really need to build anything because the bones of what was once there still exist and the premise of the film seems to be about the apes wanting to acquire the knowledge to use them.
