‘We are poor, who will listen to us?’: A night at Delhi’s night shelters | Ground Report

A cold wave has blanketed the capital, and Delhi’s homeless - who take refuge in the city’s night shelters - are bearing the icy brunt of it.
At the shelter in #Daryaganj, inhabitants struggle not only with the cold but with a severe lack of toilets, space and bedding, as well as safety concerns.
Conditions at the shelter in #GurudwaraBanglaSahib are incrementally better, but the threat of #Covid still looms large. The shelter’s caretaker pointed out that he has a choice: he can either ensure social distancing norms by asking people to leave and die outside in the cold, or he can let them stay and hope for the best.
Newslaundry’s Supriti David and Tehreem Roshan spent the night at the shelters. Here’s what they found.

    on one hand, there is a youth who jumps to death after being rejected from a lover. on the other hand, an elderly, weak, homeless, penniless lady, surrounded by unhelpful circumstances but still hoping to live a peaceful life. value of one's own life differ so much

    Thank you for reporting this, i have read about such shelters in 'Harsh Mander' sirs books, it hits different in video format. Also, great job by Supriti ma'am, but please don't wear mask with exhalation valves.

    I remember surveying one of these shelters with my Uncle who was a part of the state government, it was 4-5 years ago, I was firstly surprised such shelters existed, and before Covid hit they had rajais or beds, functional bathrooms and hot water, the delhi government had ensured officers inspect them at night, it was a nice initiative but I seriously didn't expect it to work during the Pandemic, hopefully the government works on it like before and improves standards.

    This Delhi's govt is doing some fine work but more work is needed undoubtedly. Hope all homeless people will get a place to live. Toilet is basic necessity and Govt. Should look at this problem ASAP and medical facilities and education should be made next target. May be public funding could be done if needed.

    I am in love with the reporter so sweet so courageous....showing the dark side of delhi behind those glitter..bahut dhook hota hai some in delhi are spending on balenciga and LV and some can't even go to toilet

    Near my previous office area there were such people too, they were willing to work but people were not willing to hire them for some reason. People were like they don't have a steady home to they'll steal things to sell and earn money from. The thing is many househelps who already have homes and families do these type of things. People have a lot of apprehension employing these people. I can't force them but I think sometimes it is a bit irrational.

    The fears about the homeless causing harm and running away is not entirely unfounded. While not every homeless person is ill-intentioned, some caution regarding them is indeed in order. Newspapers are full of stories about how domestic hired help harmed residents who hired them or employees who robbed money and disappeared. It is impossible to check the history of homeless people and migrants because they are a floating population. Given the life of severe want they lead, it is quite possible they could get tempted to take to crime for money. The fear is not irrational. If someone wants people to trust them, then that trust needs to won. Those who are able to win people's trust do find employment.

    These homeless people themselves could be given employment and paid to clean and maintain the cleanliness of these night shelters with the govt pitching in for major repairs and construction work. People understand their needs best and when they themselves are responsible for its maintenance they are more likely to keep a vigil on those soiling spaces. Civic sense education for these residents can be undertaken by NGOs who could also ensure education of kids in these shelters and make them capable enough to join a mainstream govt school. If that's not possible, then at least some vocational education could be provided to older kids and jobless youth so that they can earn something instead of begging or stealing. The care of such highly disadvantaged people cannot be outsourced completely to NGOs or private entities. The govt must play a major role to ensure that basic needs of these people are met adequately. Only if these people are safe and healthy can the rest of the society also hope to be so.
