I would have never thought random NPC's would have that much back story attached and now I wonder if there's other stuff in game that talks about this event, like the Baby with a weird eye etc.

Yes you can find lots of letters like these by looting random npcs. I remember I once found one about the man cheating on his wife with a co worker. The fact that they wrote a small story just for random npcs is mind blowing
