It's at an all time high but it's still lower than many other countries. Mostly it's not due to migrants but refugees from the middle east and north africa. It's just a thing that happens when people immigrate but don't wanna integrate. It'll get fixed soon enough.

clear JEE Adv, check language requirements for the programme you want (most likely either C1 or C2), get the language proficiency certificate, go through APS and then apply. if you dont clear JEE Adv, then you can go w the Studienkolleg route
