Is there a formula for how wet your brush should be, I was told swish brush in water and wipe across the jar top and use it that way, sometimes it feels to dry, but if I don’t do that it’s to wet, is that a good method?

It's a bit of trial and error. I dab mine on a damp sponge to get off most of the water, but the brush still needs to be a bit wet, just not dripping. You can dab on a paper towel, but sometimes that makes the brush too dry. Try a few experiments on the back of a discarded painting or some scrap watercolour paper until it feels right.
