It is quite a old system and not a lot of yards use it. Maybe thats why

This landfill does in fact recycle and they have a separate dumping area for that. These particular bins came from a small transfer station within a HOA. The transfer station has separate bins for recycling and trash. These ones are the trash ones.

Second you dont need to block out faces or tags bc theres no expectation of privacy unless theres an accident or something
