Is it configured in a way where two cars can be washed at the same time on basic wash. Where in both units is a car and they start at the same time and finish at the same time?

Second unit is slightly faster so car from the first unit doesn't have to wait second unit to finish.

Yes it does. That's why it has double safety systems to avoid the machine to car contact.
