Are we sure there aren't any other Fairness Criteria?

In that situation, I would first eliminate B as the only condorcet semi-loser (ties or loses all matchups). With B removed, A becomes a condorcet semi-loser, so it's removed next. That leaves the lone matchup C vs D, which leaves C as the winner.
