No islam does not permit ziyarat of mazar. It permits the ziyarat of grave. Jabki ye kaha gaya hai ki agar koi kabr zameen se unchi ho to use zameen ke barabar lau aur kabr saji bhi nhi honi chahiye Aur ye to hum sab jaante hai ki mazaar me kabrein saji hoti hai aur zameen se unchi bhi hoti hai
