Safest path is using a stealth boy from Joe Cobb to get through Black Mountain. You can get an NCR uniform along the way to use the monorail. That bypasses the 2000 cap requirement at the front gate.

there's a randomizer mod now but it doesnt change npc placement however it is still batshit crazy and seems to be worth a try

I'm not even 10 minutes in and I'm already scared

Even if this was just a one-off from Joel, this was easily one of his best streams as of late, on par with STALKER, Millionaire, and SimplePlanes. With how wacky and full of GAMBLING that this game is, you think he'd've played it awhile ago. The Meme Radio was the true seal of quality for this stream though, as was the A World of Wacky mod. Wish he'd played just a bit longer. I super suuuper hope he streams the game again soon or sometime in the future; it could be a 2nd Oblivion series. A 2nd Bogan. Cowboy Bogan. Speaking of playing NV, I've been tempted to send Joel an e-mail with technical help to have the guy it run properly, and not crash every time he alt-tabs like we had with Oblivion, and likely will still have. Maybe some QoL mods too, and to NOT use Fallout Mod Manager like he mentioned during the stream. Stuff is out of date.

Oh I wouldn't do that at all, man. I'm for modding games of course, but I'm one of those guys that likes to enhance the base game without going overboard and making the game into something else. Weapon or armour mods I'm extremely picky with, not to mention weather and visual ones too. Textures are good, as are mesh improvements/changes. But on a whole if it's not improving something already in the game, or it's removing/changing something iconic about it, I'm not for it. It's why I don't use some mods like SkyRe for Skyrim; I feel it changes the game into something it really shouldn't be. If you or others like those mods, awesome and more power to everyone. But I think for the purpose of Joel streaming, and anyone who hasn't played a moddable game like NV, removing filters and major things feels unnecessary.
