But if I understood it correctly the reason alot of these women were able to speak out was because California passed something allowing them to speak out if a crime was commited.

In the EU if there was a crime committed it doesn't matter that you'd signed an NDA. The law is more important than contracts, that means you have to speak out. It should be the same in the States.

Twice I walked out & quit my job because of blatant sexual discrimination the first time I was offered my job back for 3 weeks straight& I said no so they gave me a settlement. Next time I was older and wiser I wanted my boss let go and my new boos ( his son, the owner ) offered me double pay ,if I stayed on & took his dads job . I took that offer for a year ,then moved on.
