Yes, VOA is for anyone who is flying into Vietnam but applicants must meet requirements to get visa approved.

I got the visa on arrival to Vietnam just for 11 days.which was not enough time for the tour.i don't want to go because the ticket was also very expensive.vietnam has make the visa for tourists more difficult.i personally advice to everyone one to go other countries instead of Vietnam.
