Basically he's saying that when you curl the hair with the iron, don't just release the curl and let it fall-you lift up the clamp, leave the curl in one piece and slip it out of the iron into your hand, then pin it on your head. That's why you see the girls with curls pinned to their head like that. With the round brush he was talking about taking the front sections and curling it up and back with a round brush to create a windblown look, like bangs are fading back into the hair.

Then when talking about reinforcing the wave its because they use hot rollers first to get volume and then they reinforce the wave here and there with a curling iron to make the waves look a little bit more structured. When he said clockwise and anticlockwise he means curl the hair in different directions-some away from the face and some towards the face, so you have more of a bedhead look.
