I have noticed in a couple of runs, a situation where I had a large/significant market demand for X product (aka negative balance) yet the buildings of said good where not fully employed and moreover I was having unemployment in the regions where I had such buildings. I am not sure if in all of the runs I had, or at what level, the institution that makes the minimum wage go up by X% Could this insitution be the reason the building where not employing to the full? I only noticed this after a while and the way I found to fix it was to subsidize and then work the production/demand numbers around it. Any advice will be appreciated.

Yes Antonio you need to be really careful using welfare it is kinda broken. If you have a hole in your economy it doesn't only mean that laborers or low income workers will be paid at least a certain amount, it actually impact all the professions. The weakest industries in your production chain that are not able to pay wages will start firing people, who will than get welfare and this can spiral quickly if the welfare payment % is high. That is why subsidize is better right now because you can activate per building not at a whole economy level. My opinion is to stay clear of welfare or keep it really low.
