you are thinking about SG7 which states that teams are allowed to hoard one mobile at a time, however hoarding defined as basically keeping a mobile goal in a corner, and not letting other teams to access it which is when an alliance is allowed to only have two mobile goals hoarded.

FTC is more fun and interesting to watch. If you want to join or make a robotics team, make one that's with FTC.
