Yes. Usually if a composition( specially Shankarabharanam) has more notes of prakruthi swaras ( first 4 swaras like sa ri ga ma) in it, we keep Sa in Ma place , so that it overall increase the pitch higher.

But it is not mandatory. If we are comfortable to sing in Pa sruthi, we could sing it. Nothing wrong.
