Is herd immunity done under such circumstances where you can't afford to vaccinate all the horses for it being costly or does it serve any different purpose as well?

The different purpose that it has is the same as the purpose for vaccinating humans. Vaccinations come with a payload that they don't tell you about. More information is coming out everyday that at least some, possibly all vaccines contain parasite eggs that hatch once they're in your bloodstream. This creates an infection that grows over time and can become a deadly disease which they call "cancer", or Parkinson's disease, or MS, etc. The parasite eggs are intentionally placed into the vaccine vials during production. Do some research and see what you find -- this is what I found by using logic and a lot of research. While you're researching, try to confirm that any virus has been isolated using the correct procedure, and not just a bunch of cell debris. Good luck -- I haven't found evidence yet of any virus isolation.
