Not really. Hakan's U2 has like a million active antiair frames and a huge hitbox. You don't have to time it at all.

The ryu vs hakan one made me laugh, it was pretty realistic lol

It is not that simple,ultras with more invincibility frames and more active ones typically win... Although it's more complex than that,i gave you a brief explanation... I'll say ultra done second wins 55/60% of the time

you have to know the properties of your ultra because of number of frames of invincibility and other factors (whether they're airborne, positioning, etc).

Not necessarily. If your ultra has more frames of invincibility than that of your rival, it will never lose to them when done first. If your ultra is an antiair one (like Hakan's U2), it will never beat any ultras that are not airborne. No projectile ultras will best Chun's U2, but it will never win against an ultra with projectile invincibility. It's not jusy a case of who goes first and who goes second.

It was known as the Roflcopter back in the day. People thought that Akuma's lower body continued to spin on its own at tve end of the animation, which is not the case.

No. It depends. Even if the exact same 2 characters use the exact same 2 Ultras, timing plays a factor, spacing plays a factor. If you'd like to see what I mean - look at my video "Sakura wants to know who your Daddy is" Dhalsim VS Sakura - I've yet to recreate that outcome even in training mode
