If I remember correctly there's only about a 3 to 4 frame window to get full animation for ultra if they're in the air

You can only get a full connect Ultra 1 if you land a focus attack and then let them fall a bit and then do the shoryuken FADC or if the shoryuken lands as a counter hit.
