This is the first time I heard that US is offering such a fund. I checked the source and indeed it is there under the Agency for Global Media, essentially for anti-China propaganda. Thanks for the info.

My personal view is that the more US try to stop China's rise, the more resolved the Chinese in achieving self sufficiency. It may set Chinese in the short term, but they are more focus on their shortcoming, eg, the chip restrictions, only to accelerate toward self dependent.
