Certainly, because this area is one of the most strategically precious areas in all of Gaza. As Ryder mentioned, it is out of range from mortars. It is also 20 miles onshore from the highest geologically consolidated offshore oil and gas plays in the region. Best spot ever. Can literally begin to set up base and have a strategic entry into the Arab world to buffer Israel from behind. They can also guise the delivery of whatever they want as aid. Although, this is a strategic move and is what it is at face value currently- an aid pier.
Hopefully the flotilla leaving Turkey will provide much needed aid.
Israel is ready to start construction of the canal thru Gaza so they can get those shipping fees instead of the Suez canal.
