    This is mostly just a political speech. The fact is that the USA only imports about 1% of China's total exports of Steel. The majority of Chinese Steel goes to South Korea and SE Asian countries. And conversely, Chinese steel imports to the USA represents only 3% of all USA steel imports. The USA imports far more steel from Canada, Mexico and Brazil. The state where he gave this speech is a battleground state, and China is an easy target. Even if Biden does triple the tariff on Steel from china, it won't matter to either country.

If you can’t compete just say that, instead of accusing others of unfair practices.     China produces 54% of the world's steel, the US produces 4%. Non Chinese producers can finally raise prices, but the US will lose the most with much higher costs for US steel imports with little own production. It sounds a bit masochistic.
