I don't think Iran was ever under the impression that Israel wouldn't respond. Iran had to respond in order to maintain the respect of its people. One of the phrases that doesn’t help the Palestinian cause is pan Arabism. The idea that the Near East excluding Turkey and Iran is just full of “Arabs” does help reveal the immense diversity of the region in terms of ethnicity, religion, history and nationality.
