I heard of some stories caused by firefighters bcuz they need money or bcuz of boredom. Fighting fires is where they get their money, usually $7k for two weeks opposed to $200/week not fighting fires (mind u this is on wildfire/hot shots firefighters). The biggest fire in AZ, the Rodeo-Chidiski Fire, was started by a woman who started the Rodeo fire and the Chidiski fire was started by the firechief of the WMAT, bcuz his crew weren't getting any action at the time.

In addition to that you have to take into consideration the potential for casualties/property losses etc. There may be an actual benefit here however given the fact that California is experiencing chronic drought conditions I would think.
