With real-time money, unless it's an event. You don't want to go down that route, it's an endless pit of expenses. I'm explaining how they are meant to be acquired via the in-game grind.

Yes. Coins for base characters are 900. Ultimates are a little more. If you don't have time to grind or if you know you want to play with certain characters this is the route that some will go. I can only see myself using 3-4 characters...So I will buy them. You already have to do Mastery Rank on ALL characters to 30. So going grinding for parts and codes will be more time consuming for me as I work full time and play Diablo 4 and other games. But to each its own.
