The real list is "almost all of them." Thousands. of them each fully fund PhDs across dozens of different disciplines. It's a common thing.

Hello, I am an Iranian girl and I had a question. Thank you for your help. I heard that after completing 8 semesters of bachelor's degree, you can directly apply for Ph.D. in America, right?? My current major is English language teaching. Many people say that this major is not worth it for America. Now, what do you think? Is it possible to directly apply for PhD with this major with a grade point average of 3.5 and get full funding??

Yes, it is possible! You can apply right after your bachelors program. But make sure you already have some publications or other works where you can demonstrate your interest in research!
