You need to add the 3mm dimension to the ring groove on the shop drawing. That is missing and if you are going off just the shop drawing, you wouldn't know what the diameter of the bottom of that ring groove is without watching the video.

once i fix both the bush i am unable to rotate the joint. It states that the component is fully defined and it cannot be moved. please help me to solve this issue.

I found out why. I made the fork asymmetrical. one leg longer than the other. This sort of joint requires a perfect circle which the asymmetry wouldn't allow

sir how cum after making your 2nd bush fix your shaft rotates ? It's not rotating in my case, rather saying your component is completely fixed. if anyone understands my problem then plz reply to me 🙏
