Good info! I think these schools that would like to be test optional realize that a mean of 1160 on the SAT in the case of UT for those who did not share their score affects how the student does in school and ultimately graduation rates. Additionally, they are getting overwhelmed by the numbers applying in test optional that probably would not apply otherwise, especially in the hard to get majors. AP calculus in high school is probably a must for business and stem majors. The good news is there are many Texas Public universities and there is a place for everyone. After your first few jobs where you went to school will matter less than your job performance and reviews for work!
