Paper-heaven power, sand, lightning. Sand-lightning, flame, heaven power, shock. Shock-heaven power, flame, sand. Heaven power-heaven power. In all, heaven power is best (it has almost no weakness and to balance it out, it is weak to itself) and shock is second best. Iron fists is worse(no need to explain) and second worse is sand(sands hard counter is just standing below the sand user).
