How come others come with 2 mags 15 and 17?

It should be a 13 and 17. Just two different kit models, specifically for the communist states who make laws limiting 2nd Amendment rights for their citizens by limiting mag capacity to 10 or less like this kit. Taurus is gracious enough to give you thirty rounds capacity even if it means needing to have a third magazine.
