Yeah but they will probably get outdamaged if your crit is low. If so try using trapper he will help you with slow and adding damage

Does the passive clock affect Stack for each clock or is it just the highest one that counts?

Highest is one of the biggest factors and then they do not directly stack but they do add to the slow for every additional clock.
